Navy Pursuing Dial-a-Blast Bomb
The Navy wants a smarter bomb. Not just a bomb that can land within a few meters of the bull’s eye — but a bomb that can do so, with just the right amount of blast.
On Monday, the Navy posted a request for information on possible concepts for “selectable output weapons.” According to the description, this future weapon would have a variable blast radius, limiting the potential for dead civilians collateral damage.
“Current cylindrical steel-cased blast fragmentation warheads distribute fragmentation radially in all directions from the detonation point. Often, many fragments travel far beyond the intended target. These fragments can create collateral damage hazards,” the Navy understates. And that can lead, alas,to “restricted rules of engagement.”
Currently no technology has been proven to be available that can deliver variable damage radius from one build configuration. Developing this sort of weapon could improve tactical flexibility and effectiveness by maximizing the number of kills per sortie and reducing the timeline necessary to prosecute a wider spectrum of targets.

The Navy has already deployed something called the Low Collateral Damage Bomb, which is essentially a 500-pound JDAM with most of the explosive fill removed. Designing a variable yield bomb is a bit more challenging — and you still have to deal with the problem of blast fragments from a steel casing.
This is not a formal competition, however. At this point, the Navy is asking interested parties (we assume that means everyone from garage tinkerers to defense contractors) to submit idea papers: 12-point type, single spaced, 10 pages max.

WASHINGTON (CNN) — Former President Bill Clinton’s international business dealings, global foundation and penchant for going off script could present a significant obstacle to Hillary Clinton becoming secretary of state, observers say.

On the one hand, his established relationships with world leaders could instantly make the New York senator a welcome face in embassies around the world.
On the other, his complicated global business interests could present future conflicts of interest that result in unneeded headaches for the incoming commander-in-chief.
"These are issues that I’m sure are being discussed, and they will have to be worked out, and it’s legitimate to ask these questions," said James Carville, a former aide to the Clintons and CNN contributor.

Two officials with President-elect Barack Obama’s transition team confirm to CNN that it is investigating Bill Clinton’s finances and post-presidential dealings. As part of the early vetting process, the team is looking for any negative information that could throw the prospect of Hillary Clinton as secretary of state into jeopardy.
A particular issue could be the donor list of Bill Clinton’s global foundation, which might show connections to international figures who push policies that might conflict with those of the new Obama administration.
Obama last week asked Clinton if she would consider being his secretary of state, multiple sources told CNN. Clinton’s response is expected this week.

Since exiting the Oval Office eight years ago, Clinton has reportedly raised more than $500 million for the foundation, a significant portion of which financed the construction of his presidential library. The foundation has also doled out millions for AIDS relief in Africa and other charitable causes around the world.
Amid repeated criticism from Sen. Clinton’s primary opponents, Bill Clinton would not reveal the extent of the foundation’s donor list earlier this year. But The New York Times has reported the list includes some foreign governments, including members of the Saudi royal family, the king of Morocco, a fund connected to the United Arab Emirates, and the governments of Kuwait and Qatar.
The former president has also reportedly solicited funds from international business figures connected to human rights abuses that his wife has outwardly criticized, including the governments of Kazakhstan and China.
During the New York senator’s White House bid, critics repeatedly said that foreign governments and business executives could try to exert influence through donations to the foundation, prompting a pledge from the former president to publicl

The New AIM 6.8 Refresh is Here!
The AIM team is happy to announce the launch of an updated version of the popular AIM service. The AIM 6.8 Refresh has several new features for you, including the ability to send pictures from the desktop to cell phone users.
That’s right, from your computer you can now send images (JPEG or GIF formats) directly to friends on the T-Mobile network with cell phones that can send and receive pictures. Just drag a picture into the IM window or click on the Pictures button in the IM window to get started.
When a friend accepts your picture they can either save the image to their phone or send back a picture from their phone right to AIM on your desktop. No one else is doing this right now and we’re hoping to roll this feature out with more carriers in the future.

We’re also happy to tell you about two new plugins you’ll find at the bottom of the Buddy List in the AIM 6.8 Refresh. We first launched this customizable AIM Plugins window in June and this new version of AIM has plugins for AIM Chat and AOL/AIM Mail.
Just click on the button with the orange and green talk bubbles to find and join an online chat right from AIM. Or, click on the envelope button to open up a preview of new email messages.
